My fridge is not that cold A 3 on a (1-10) and my freezer is cold but not mucha 5 on (1-10). Also there is water drips on the bottom of the freezer door outside and top of fridge door outside on top

Need more info, fans, compressor running. Also, measure the freezer and fridg. temperatures.

Clean the condenser fan blade and condenser coils. If it still is running constantly probably a refrigerant leak or worn compressor. A compressor running constantly will waste about $100 per month.

How do you know if there is a refrigerant leak,(could it be a stuck defrost timmer)?

You might just have bad door gaskets. If a dollar bill is pushed between the door frame and the gasket and it can be pulled out easily, you have bad gaskets and/or a broken one under the fridg door. If bad, sometimes you can smear vaseline on them, duck tape them shut overnight and see if that helps.
