The washer basin will not spin and drain water. The motor is spinning and the gearbox output is also spinning. There is a silver disc/wheel that spins and gets very hot. I notice the brake seems to be engaging/disengaging, but not sure why basket won't turn.

You probably have something stuck in the tub, just shine a lite in there to check. If so, you will need to pull spin basket. Also the plastic filter under basket sometimes drags on the bottom of the tub.
If everything ok there, you probably have dragging brake shoes. Pull motor and t and turn tranny coupler clock wise. If hard to turn this confirms bad brake shoes.Remove tranny.
Pry down spin tube enough to clear brake shoes from housing and remove and replace. Just call Appliancepartspros for part #.

Thanks for the info. Where/how exactly do I pull the basket to check if something is stuck in it?

Pull outer cover from washer, remove plastic tub top and agitator. you will see a aluminum nut. It is a right hand thread, just turn counterclockwise with a short pipe wrench. I put the nut on half way and pound on it to break loose the basket.

okay, I pulled the spin basket, and found the shaft spins just fine, without the basket on it. Also i didn't have to pull the aluminum nut off the nasket just came off pretty easily. The problem as I see it, the shaft spins, but the basket slips. The shaft spins and the basket sits still. As a temp fix I wrapped the shaft with some duct tape, and it is working for now, but it won't last forever. Does the aluminum nut close the split collar around the shaft, causing the required friction to turn the basket?

You probably need a new drive block that mounts on top of the spin tube. Also, did you check the filter under the spin basket. Sometimes they break and jam under the spin basket and hit the tub bottom.

What does the spin block look like? The filter was kind of nasty and falling apart in places, but I don't believe that is the problem. I notice two tines sticking off the top of the drive shaft, do they do anything?

The drive block is slid over the end of the spin tube that drives the spin basket and the nut screws onto. There are slots in this drive block that slip into these spin tube spines and prevent it from spinning. You will probably need a new drive block.
