Put in new cold control and defrost control. Unit does not turn on at all. Even after 1 hour. Put old defrost control back and unit turns on right away.

Your new defrost timer was probably in defrost when you put it in. If you turn the control knob till it clicks, that verifies it was in defrost.
Pull your freezer back panel and check for frost buildup, post results.

No knob on defrost timer, just the time whole shows thru refrig fresh food compartment on GE Hotpoint Automatic defrost. Also no frost on back. How long should it stay in defrost anyway? The freesh food is cooling to about 38 and freezer to 10 degrees F but shuts off till it reaches about 35.

As I said in first post I've purchased a cold temp control and it works with refrig, but when I put in defrost control, it doesn't fire up until I put old one back.

The defrost timer AP2061695 is white plastic with a circular hole. Stick a flat bladed screw diver in there and turn clockwise till it clicks, then it will be out of defrost.
If the fridg runs a lot and the freezer only gets down to 10 degrees, you either have clogged condenser coils, a bad condenser motor, or system problems/ refrigerant leak.
