I Saw A Yellow Flash Under The Ceramic Cooktop And The One Element Had Burned Out. I Replaced The Left Front Element And It Does Not Work. The Element On Light Does Not Light Up When That Burner Is Turned On And The Burner Does Not Heat Up. All The Other Burners And Oven Works And Light Up The Indicater Lights. Could This Be A Defective New Burner Or Could Anything Else Be Wrong After The Element Burned Out.

I Drew Diagram And Color Of Wires Before Unhooking Wires And New Element Was Hooked Up Same Way As Old One.

When the old burner when out it could have damaged the switch for that burner too.

If you have a volt meter you could check to see if you have votage out of the switch to the burner.

There is 125v on black wire going to the burner that does not work and the same voltage going to the other burners that do work.

There is suppose to be 240VAC, consists of two legs (wires) 120VAC each to power up the heating element. If one of these legs is missing then the heating element would never work and the problem, as ApplianceJunk said, is a bad burner switch.
If you can post the wiring diagram it might help to provide more accurate advise.
