My dryer is only heating in the low[delicate] setting, whether it is on low or high. Is it likely the switch itself is bad, or the heating element is only working at 1/2 capacity, or other ideas? Any help, thanks.

Youre going to have to take the drum out and take a peek at the element. Probably the element has broken and is grounding out on the chassis giving you only a little bit of heat. Not enough of a short to blow the breaker. Another common one is a metal bra wire has worked its way through the holes of the drum and gets caught on the element shorting half of it out causing the same symptom.
