i cant even figure how to look for the belt but my machine wont agitate or spin it fills with water and drains the water but thats it

Does the motor run on spin and/or agitation? In order to access the belt and other parts inside you have to remove the front panel. Here are the break down diagrams fro the GE washer Model WWSE3160A0WWGene.

the motor works the belt looks good and looks like everything is turning but the belt

Remove the belt and move the transmission pulley in both directions. If it moves then the problem is a bad clutch. - The part number for the clutch is AP2045377 Gene.
