I replaced the Thermal Fuse but it has stopped working again. I checked the exhaust, it has no obstruction. Before I replace it again, does anyone know what may be causing this fuse to blow.

The thermal fuse opens with excessive heat. It's a good idea, when you replace it, that you replace the cycling and high limit thermostats as well.
