I'm replacing a broken belt on the electric dryer...the drive pulley is lower than the tension pulley...regardless of how I wrap the belt ther is not enough presure to turn the belt/drum...does the tension pulley arm have a spring???

The arm (#215 on the diagram) works as a spring.

Hopefully the belt diagram bellow will help you to round the belt in the right way.
