My GE washer won't spin. Fills with water, agitates & drains, but won't complete the cycle of spin. I have replaced the timer but that was not the problem. What should I try next?

You need to observe the motor and transmission during the spin cycle.
If you will insert a screw driver or putty knife in the gap between the front and the top near the edges you will release clips that hold the front panel on.
Then set the machine to operate in the spin mode and observe whether or not the motor is turning and whether or not the large pulley is turning.
If the motor is not turning, unplug the machine and take off and clean the wire harness connector on the motor and plug it back in to see if that fixes the problem. I have had several of these machines not spin due to corroded contacts on the connector.
If the motor is turning let us know if it is slipping on the clutch or on the big pulley.

Also, the washer fills up fairly fast on the wash cycle, but it takes a LONG time (up to 2 hrs) to fill up on the rinse cycle. Could this be part of the same problem?

Is there a flashing light on the motor, if so can you determine how many times it is flashing. The number of times it is flashing is an error code.
Since your motor and the Mode Shifter pulley are turning, the likely problem is in the Mode Shifter which serves as transmission.

Yes, there is a flashing green light. It flashes 9 times.

Before spending any money let's try to reset the washer and see if it will work. Sometimes this will fix it. If not the code you are getting calls for replacing the motor, but since your motor is turning I am reluctant to recommend that.
"To clear the error code, turn the washer off. Then disconnect power for about 20 seconds. Next, reconnect power then open and close the lid five or more times within 12 seconds in the first 30 seconds of power-up. Note that after you clear the code the washer may go back to work. This may be temporary and sometimes it is a permanent repair. I recommend clearing the code and if the code reoccurs replace the part suggested on this page."

Perfect, it worked like a champ! Let's hope that it is a permanent not a temporary fix.
Now, on to the second problem- the cold water. The machine is very slow to fill on both wash & rinse on cold/cold cycle and always slow to fill on the rinse cycle (which I'm pretty sure is always cold). It sometimes takes up to 2 hours to fill. Any ideas what may be causing this? It is not the filter, have already checked that.

Well, great, a lot of times resetting it will fix it for a good long time. Hope this is case in your situation.
If you are sure there is nothing blocking the cold water line, either into the washer or from the water valve forward into the tub then the problem likely likes in your water valve assembly. Before replacing it check to see that you have 120v coming to the cold water connection, and if so replace the valve assembly and you should be all set.
