the drum starts turning but the flame doesn't fire. is it always an igniter? what is the sequence of diagnosis? I know that whirpool uses a thermal fuse. I don't see a fuse on the GE parts breakdown.

Remove the access door on the front panel (the right bottom corner), unplug the igniter and check the continuity across the igniter terminals. If it shows about zero Ohms, the igniter is bad and has to be replaced. I would recommend to replace the spring and lead assembly (the bracket for the igniter) together with the igniter. - The part number for the igniter is AP2042634 - The part number for the spring & lead assembly is AP2042095 Good luck.
