When I turn the control dial to start the dishwasher, at the "Start" point I can feel a small vibration but no water starts. I have pulled the panel and can rotate the fins on the motor freely.
What happens at the very first step when you turn to "Start"? That is what appears to be broken.

Loosten the water line to it to verify water to it. If water, then it could be a jamed float, bad timer, or a bad water solenoid. If you can feal the water valve vibrating, you may have stuff clogging it. Just pull it out and replace it.
