washer does not appear to be spinning

When cycle is finished clothes are still dripping wet. Water is draining from washer. Sometimes I can put a light load in and it will spin just fine but it must be a very light load. What is the problem?

The problem can be a bad drive block (#17 on the diagram), a bad basket drive (#1 on the diagram) or a bad clutch.
