Top rack not getting clean

My dishwasher has stopped washing the dishes in the top rack. There does not seem to be any water coming out of the upper arm (arm does NOT move when dish washer is run). The arm is not stuck and the holes in it are not stopped up. Any suggestions?

You might want to check the chopper assembly (#6 on the diagram).
