Dishwasher is filthy and does not clean dishes. Arms move freely and washer does drain, but water does not appear to reach dishes. Soap from the dispenser is sitting on bottom of unit, undissolved. Water pressure does stay around 70. I did run vinegar, just in case.

Test your water temperature. If it isn't at least 120 degrees, the soap won't dissolve, and it won't clean properly.
