My refrigerator would not cold down to the default setting, which is 0 for the freezer side and the other 37 degree. Right now, the temperature from the display indicate it is 75 degree both sides. I clean the condenser assembly for any dirt. Any help would be appreciate.

If you are handy at soldering, I would remove the board and check for bad solder joints at the power relay. If ok, order the board, AP4436216

Once I plug in the refrigerator everything seem to work except the freezer and the fridg side temperature does not goes down, it still stay at 75 both side. How could you test if the compressor is bad or the motherboard?

If the compressor is warm and vibrating, it is running. If the condenser is room temperature, you either have a bad compressor or a clogged capillary. A clogged capillary will cause a low current draw, like well below 1 amp for a 1/5 hp compressor. If in doubt, I would get a pro to look at it.
