Does not cool refrig or freezer. The compressor relay will click and the compressor starts and runs for about 5 seconds, stops, and in about 10 seconds will click, start, and run for another 5 or so seconds. Will not continue to run. I'm thinking start relay. Any help appreciated.
I checked the compressor pin pairs today with VOM on Rx1. All read 0 ohms. What does this indicate?

It is either the start relay or the compressor. Replace the relay and test it. If the problem is still there, the compressor is bad.

Check my article in the General talk section "replacing compressor start devices".
