I get no heat. It is either a fuse, thermastat or heating element. How do I determine which one? And where is the fus?

Could be you are not getting 240 volts. Try flipping the breaker off/on slowly a couple times. Sometimes you can loose half the line without tripping the breaker and the heater needs the full 240 volts.
Better yet measure it with a meter
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral should be 120 volts.

Unplug the unit.
Remove one wire from the heater and measure it. Should be around 10 ohms.
Remove one wire from the hi-limit thermostat and measure it. Should be 0 ohms.
Remove one red wire from the operating thermostat and measure it. Should be 0 ohms.

And where is the fus?
The thermal fuse in this unit kills power to the machine so would not cause your problem.
