What causes power to go to the broiler ignitor? The oven ignitor shows 120v when selected from the oven control panel but when doing the selection for broil there is no voltage to its connector. It should show the same. Correct?

Yes, set on broil you should get 120 volts at the igniter connector. Check the wires all the way back to the computer board.
