Dryer not heating, question about voltage drop.

I tested the heating element, thermostat, hi limit thermostat and the thermistor and all are working. The flow chart says to "measure the voltage drop between the two terminals of RL 2. If reading is 240 then to replace the control board. If reading is 0 then to continue on with trouble shooting." When I measured the drop I got a reading of 70. It is not 240, and also not 0 so I am not sure what to do from there? Thank you in advance!
