I have an over the range microwave that has started behaving oddly.

If you start the microwave in normal (100%) mode, the magnetron delays coming on by exactly 60 seconds. The fans etc. run as normal, it just won't heat until after 60 seconds have elapsed. After that, it heats normally.

If you start the microwave in (any) reduced power mode, it begins heating immediately, and cycles on/off based upon the power setting selected.

I suspect the control board, but that part is more expensive than replacing the unit. I was wondering if maybe there could be another culprit.

you could try disconnecting the power for 5 minutes and see if that resets it.
