My Maytag Gemini electric oven features a double oven. The upper oven works fine, but the lower oven won't heat. The broiler element is hot, but the bake element is cool. I tested the bake element and it reads 22 ohms. I tested the oven heat sensor and it read approximately 1,000 ohms at room temperature. When I wrapped my hand around the element, the resistance rose.

As it tries to heat up, the relay clicks on, then off again within a second or 2. I tested voltage going to the heating element in pre-heat mode. Approximately 25 volts. Then the relay clicked and the voltage rose to approximately 40 volts.

Since the oven sensor and the bake element check out OK, odds are that the control board/timer is bad.

I would unplug the unit and check the wiring from the element back up to to the control board just to be sure it is also OK.
