We bought a used GE dryer since no one in South Texas uses gas. We had it about 1-2 weeks but now it won't turn on. It powers up on the front, selects cycle but when you push start, I can hear a click but will not turn on. I checked the continuity of what I thought was the safety thermostat but I think is now the "Inlet control thermostat". (According to the schematic part #506, 507 was good.) So my question is will the Inlet control thermostat keep the dryer from running ?

No, the thermostats do not control the motor. Check the door switch and the belt (idler) switch.
