just wondering if the fan running continually is normal?

No it is not normal for the fan to run all the time.

Note that the evaporator/freezer fan, the condenser/compressor fan and the compressor are wired in parallel so when one is on all should be on.

I would start by checking the freezer (0 to 5 degrees F) and the fresh food (around 40 degrees F) temperatures.

If the temperatures are colder it may be a control thermostat problem.

If the temperatures are warmer remove the rear cover in the freezer to check the evaporator coils.

If heavily iced/frosted over it is probably a defrost problem.

If there is frost uneven (usually just frost where the freon enters the coils) then it is a sealed system problem.
