the front right burner will not turn off. unplugged and waited about 10 minutes and it turned back on to high when plugged back in. Should I start with the controller or the burner itself?

The burner gets its power from the relay board. So, if it will not shut off, the relay for that burner has welded contacts. The correct relay board for your unit is available at the link below.
