I would like to know if the compressor is actually bad. Each of the terminals: common, start, and run gives me 4 Ohms which would indicate a short winding, but I wonder if this would also apply to such compressor because the compressor label reads "3PH".

There are not separate start and run windings. Your 4 ohms seems a little low. Did you short the meter leads together before starting, so you can see if there is some zero offset in the unit. |
