I recently bought a used over the range microwave that looks brand new. I had it installed today but then noticed that is does not spin. I see that the plastic large ring is missing but shouldn't the small plastic piece that the plate sits on spin anyways? Please help!

It should spin only without the glass tray. If it does not and you don't hear the motor running then you have to check if there is proper voltage to the turntable motor. It suppose to be about 21 VAC.
