The water temp is warm not hot. How do I check if it is the thermistat or the heating element.

Check the temperature of the hot water at your sink. You need at least 120 degrees F.

The water temp at the sink is 135 degrees

You may need to uninstall the machine and tip it on its side or back (side only if Bosch) to access the terminals of the heating element. Check for continuity by removing one of the wire connectors. If no continuity, replace it. Easy to replace. loosen nuts at terminals and whatever clips on the inside of the tub.You'll need to consult your tech sheet to see if thermostat or thermistor.
