I have replaced the Fixed thermastat and Heating element. When I was first checking the leads tothe fixed thermatat the lead broke off very easily and looked corroded. I checked the heating element's continutiy and it read 9.7 so I replaced it. I went ahead and changed the Thermal Fuse and still no heat. I have 240v coming in. The other two thermastats seem to have continuity. What else could be wrong?

The thermostats and thermal fuse are wired in series with the heat element. If you'll disconnect the first wire in the series from the element to the first tstat, and the last wire out of the last tstat, See if there is continuity through all three components. You may also see continuity through the entire chain by adding the element, but it also adds quite a bit of resistance to the test.
If you do get continuity in these tests, I would suspect the timer.

The continuity seemed to be okay when I checked with your instructions. I have attached a picture of the power cord connections. I noticed the wire on the left was corroded and somewhat black compared to the other two. I traced the wire (it is black) and it goes to the timer. Maybe a stretch but I thought it may be worth a shot. I have not priced the power cord yet. Your thoughts? tlpyle attached the following image(s):

You should be getting 220-240VAC between the left and right connectors. You should get 118-120VAC between either of the outside connectors and the middle one. Unplug the core and check for continuity along each individual leg of the cord.
