the timer makes a ticking sound all the time even when the washer is not in use, I removed the Belt and set it the timer to the spin cycle, it drains but the motor doesn't turn. how can i tell if its a bad motor or timer

On some these washers the timer will advance with the washer on and the lid up (or the lid switch bad). The washer will fill and drain but not wash or spin. The same thing may be happening to yours only the lid switch is bad rather than the lid being up. It could be the little white tab that is on the lid switch that the actuator hits when the lid comes down sometimes they fall off.
