Washer is sending an f51 error with 9 minutes left in the cycle. It's not spinning completely. Any suggestions on how to determine if it is the sensor or the control board?

The tech notes inside the washer will tell you how to conduct a test to better locate the problem. Test #3 is a fairly long and involved process, but it should help you determine what is at fault.
