Lock On light remains illuminated. Following the guidelines in the repair portion of the dishwasher manual, press and hold Heated Dry button for 4 seconds is supposed to unlock the Lock On function. This procedure does not work and I cannot gain any function to the dishwasher Control Panel.

Very likely the problem is a bad Heated Dry button on the key panel but there is a small chance for the control board to be bad as well. The key panel is a part of the console.
I would replace the console first. If you need the correct part number, post the color of the console.
