I can not get the machine tub to spin. The Motor works, I just replaced the Belt but I can not turn the Tub or the Agitator. I can not get a good grip on the pulley to try and turn it. Is there a way to test the transmission? When I had it running the cluth

Most likely the problem with your washer is a bad transmission.
The transmission as long as the clutch are no longer available.

If you can not turn the pulley it means the transmission is locked up.

Shine a bright lite in the spin basket and look for something caught. Also pull the tub cover off and check for something there. If ok, pull the belt off the tranny pulley and turn it in the spin direction. If it is locked up, you have a bad tranny. Possibly a frozen spin bearing, just check tub seal area above tranny. Post results.

How can I tell if the Transmission is bad or if the brake is holding the tub from spinning?

There are no separate breaks in this washer. It's time for a new one.

The brake shoes are built into the tranny, no way to tell if tranny or brakes.

I checked what you asked and I see nothing blocking the Tub. I am on the phone with a local repair man and he is looking to see if a tranny is available
