My oven does not work. The indication lights come as usual but the pre-heat light does not go off. Have had the bottom element checked and
confirmed as okay. Have not checked the top element. Top surface range
works. Would appreciate your answer, thank you

A Model Number may help[ others help you.

On many units both the bake and broil element come on when in preheat so the top element (Broil) may be your problem.

You did not say, does it heat at all?

Could be a bad oven sensor.
