I have a GE flat top Cooktop, and

a) one of the burners, when turned on, remains on Hi no matter the control knob setting

b) The select switch that controls the bigger/outer coil Vs the smaller/inner coil is broken. I can get the part but I looked at the cooktop from top and underneath and cannot figure out how to get to the insides and replace the select witch.

I'm afraid that is not enough information to identify the appliance in question. What is needed is its exact model number.

I don't know about whatever model you have but most cooktops need to be removed from the counter top before access to their internal parts can be gained.

Any idea why one of the burners remains Hi all the time ?

It can only be because of a bad switch. It is the switch that controls the power to the element to adjust its heating.
