Freezer fan not working (I think), freezer warm, fridge erratic

It appears my freezer fan is not working. I hold the light switch and fan doesn't go on.
Symptoms: - condenser is working, it's pretty cold - the port where air goes from freezer to fridge has icicles in the fridge - there is water collecting on the bottom of the fridge - stuff in the fridge is barely freezing/frozen - fan does not freely rotate when I tap it - I have fully defrosted the whole unit - little change (original symptom was complete freeze up of the port between freezer/fridge)
Do I need to just replace the fan, or the control board, something else...?
