when the motor try's to start it trips the relay and shuts down the washer,I removed the belts and it starts fine, I can push motor ahead so the belt slips a little and then it will go, I checked the running amps are about 6 when washer is running and about 3 with no belts, when it try's to start they are about 14, is it the motor or the starter.

This sounds very much like the motor, but we cannot be certain, and you will have to purchase and install a new motor to see if that is the problem.
