Having problem with freezer coils freezing. It is as if I'm not getting any power to the defrost coil. In sevice mode 1 it shows that the defrost
thermostat in the shorted position.To me that shows that power should be
going through the defost coil and it 's not. Does this mean I need a new control panel?

The first thing I would do is check the defrost heater (#15 on the diagram) for continuity.

If there is nothing wrong then replace the control board (#5 on the diagram)

Gene I put the refrigerator in forced defrost and it did defrost the coil. Then the thermostat did show open in the service mode 1. So then it would be the control panel correct? I don't quite understand pin 3 function on terminal board j1. It says d-sense does that mean defrost sensor and how does it work?
