I have an Amana dryer model #NED5240TQ0. It stopped working yesterday, would not start, so I took the back off and tested all the connections for continuity and found a blown thermal fuse. I replaced it and the dryer ran fine for 2 cycles and the thermal fuse blew again.

I did notice that when I turn the cycle dial away from off the heating element comes on without the dryer being started. Is the heating element shorted and grounding out, overheating the dryer? ...

P.S. -I cleaned all vents and the dryer itself of all lint before replacing the fuse.

Yes , that is what I would check first.
Unplug the unit and both wires to the coil.
Check it with a meter, should be around 10 to 12 ohms.
Then check from each side of the coil to the case/frame, both should be infinite ohms (open). If not the coil may have sagged or broken and is touching the case. This can cause it to run on high and the thermostats cannot regulate it.
