just change the dryer belt. dryer now starts but the drum won't spin.

I assume by saying it starts that you mean you can hear the motor buzzing but the drum will not revolve. Try moving the drum in the correct direction by hand should revolve fairly easily.

Check that you have the idler wheel on properly. See the below diagrams.

Check that the rear drum bearing support is in correctly.
