My built in microwave started do not not heat our food completely and we smell a electrical smell sometimes...what is the problem? Could it be the stirrer belt?

I would suspect the high voltage section. Probably not the transformer as that parts tends to smoke heavily and smell of burnt copper when bad. Diode and magnetron have a burnt plastic type smell. A high voltage problem is usually accompanied by an unusual noise and no heat at all in most residential units. I would start by checking for visual signs in the high voltage section.
