A burner on my cooktop is not working properly. It is a "dual burner" and the outside ring works but the inner ring does not turn on.
Do I need to replace a switch or do I need to replace the burner?

You have a selector switch to choose one or both elements. Make sure it's in the proper position.
I would inspect the element for broken coils. Sometimes you can see through the top with a good flashlight and spot a broken or burnt coil. You can also check with an ohm meter to see if it has continuity.
I have swapped the wires on a switch I knew was good to check the switch. You don't have to swap the red and the black wires. UNPLUG THE OVEN FIRST
