Refrig. wont cool set thrmostate to 9 on both freezer and refrig. not cooling. Cond, is clean compressor comes on. I measured the amp draw at compressor started at 7.88 and with in 2-3 seconds dropped to .67. Checked cap. with ohm meter appears to be good. I have checked this several times with same result. Clicking can be heard at circut board. All lights and fans are working. Maybe the run windings may be bad?

The current draw is below normal, I would suspect a refrigerant leak or clogged capillary, check to see if there is any frost on the evaporator.
