Does the motor relay (part #AP178791) control the power that runs the drain pump on a Maytag DWMDBD820AWW and would be the likely problem after a power surge/black out?

First thing to check: is the motor running during a drain cycle?
If yes the check the drain lines for a plug.
The no drain after a power surge may just be a coincidence.

If the motor does not run check windings on the motor with a meter or check that the drain winding is receiving power during a drain cycle.
