The oven heats up with all knobs turned off. There are no indicator lights on showing that it is heating. The self cleaning is not on and the door is not latched. I have cycled all the knobs and controls and turned the breaker off to reset any settings.

Is the only way to shut the elements off is to trip the breaker?
Is it only one element on or is it cycling back and forth between the elements?
Is the element heating up fairly evenly along it's length?

Yes, the only way to shut it off is to trip the breaker.
Its both elements inside the oven.
Both elements are heating up evenly.

Unplug the unit and take the back off.
Check that the wires from the control board to the elements are OK.
Could be one of them is shorting to the frame.

If the wires are OK then I would say that your control board is shot (Item 16 in Section 1). It has the relays that control the elements on it.
