In rinse cycle; starts and stops slowly then changes direction 15 to 20 rpm. In spi/extract it turns slowly with bursts of high speed(few seconds). Could this be a control or a motor problem?

Most commonly the motor controller. On this model they made some changes, if it has the original motor & motor controller in it it would probalby need both of those and the conversion kit.

Maytag replaced electronic control board and door latch assy and Motor WAX p/n 22002119 and Motor conversion kit p/n 12002039. Does this help? in 2004.

ok, then you will just need to check the motor control board and motor.
