[COLOR="Blue"]I have a Sears Kenmore oven and it does not heat. I put a meter on the bake element and have 116 volts as well as the broil element. I get no error codes. Is testing the voltage correct?[/COLOR]
I cannot say as you did not specify where the meter leads were.
Many units always have 120 volts on them when measured to Neutral/ground.
The element requires the full 240 volts.
Also the Neutral/ground is not part of the element heating current path.

Voltage Check
Try flipping the breaker off/on slowly a couple times, sometimes you can loose half the line without actually tripping the breaker.
If this does nothing, check the voltage at the plug
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.
Be careful as 240 volts is lethal !!!

I'm having the exact same issue with the exact same model, and am really wanting to narrow down the possibilities as the EOC part is ~$100 from this site. That's approximately 25% of the total cost of the unit, so before I pull the trigger on that part, I really want to be sure. Are there a few simple tests you recommend like the power check etc. that I can do in order to be sure? Thanks for your time.
