I have GE side by side refrigerator less than 5 year old and having temperature control issue. Model #: GSS25KGTBWW, serial number: LL 423643.
Problem:
The temperature is too low. I shut it down and turned it on back after 24 hours.
Problem before I shut it down, the temperature in refrigerator is much lower than we set, so vegetables were freeze up.
Problem after I turned it on back, the temperature in freezer is much lower than we set, for example, we set it at 0 F, the actual is -8 F. Please advise what I should do, how to start troubleshoot or part to replace.

You can check your thermistor ohm readings with a meter if you have one. Typical fresh food and freezer thermistor values can be measured right at the motherboard in the back. Go to sticky above "GE refrigerator (GS & PS models).." for info on this. You will probably find one or two way off the typical values shown in this sticky.
