After looking at the model number I'm guessing this is the correct number WER211ES0 which would make it a White-Westinghouse dryer.

First thing I would do is check for continuity between each of the power cord terminals and ground. If there is, you have a dead short and the connections at the wiring block need to be checked. Then I would check for the same thing between the two hot terminals. (If it's a four conductor cord, check for continuity between each hot terminal and Neutral). That's a logical place to start checking, and the easiest to check.
