What is the correct voltage supply from the Freezer to support the Defrost Heater

I have a GE refrigerator & Freezer with the model# of GSH22SGPC. Since the Defrost Heater from the Freezer side was burn out, I ordered a replacement. However, it did not work find because the replaced Heater required 100~120VAC, and I measured only ~30VAC from the Freezer end. Can some help me to figure out what might be the problem. Is ~30VAC from the Freezer end correct (from this model: GSH22SGPC)? I really appreciate your help.

Are you sure the refrigerator was in the defrost mode when you checked the voltage?
Did you check the defrost thermostat for continuity?
