My father-in-law has a side-by-side and the bottom of the Freezer had about 4 inches of ice built up on the bottom inside of the Freezer. Is this a defrost problem or do I need to look at something else?

The defrost drain is probably frozen or stopped up. you can use a turkey baster and hot water to thaw it out, they also have a defrost drain heater to prevent the problem.
